Comelec readies for automation bid

MANILA, Philippines—The Commission on Elections (Comelec) is set for the pre-bid conference and the opening of bids for the multi-billion poll automation project, an official said Friday.

Ferdinand Rafanan, Chairman of SBAC and head of Comelec legal department, said the Comelec Special Bids and Awards Committee (SBAC) held a meeting Friday to prepare for the bid activities on March 27.

During the pre-bid conference, bidders can discuss and clarify with the Comelec provisions and technical specifications detailed in the terms of reference/request for proposal (TOR/RFP), which they have secured from the poll body, Rafanan said.

The SBAC is tasked to handle the bidding activities for the P11.3-billion poll automation project.

Rafanan said the bidders would have to go through an eligibility screening, which according to the country’s procurement law, is of “pass/fail type.”

Sealed bid proposals would be opened on April 27, 10 a.m., which is also the last day of the filing of bid proposals, said Rafanan.

Comelec chairman Jose Melo has invited the media and the public to witness the opening of bids at the poll body’s main office at the Palacio del Gobernador building in Intramuros.

Comelec spokesperson James Jimenez said the Comelec has been given a total of P11,223,618,400 to automate elections in 2010.

A separate bidding for the ballot boxes has also been set, Jimenez said. Comelec estimated earlier that the poll body would spend a total of P78.170 million for the ballot boxes.
