10 groups join pre-poll automation bid

MANILA, Philippines—Ten bidders joined the pre-bid conference of the P11.3 billion automation project of the Commission on Elections scheduled Friday at its main office in Intramuros, Manila.

All 10 bidders, mostly foreign companies, have all secured the terms of reference and request for proposal from the poll body.

These bidders, which bought bid documents at P1 million a set, are: Total Information Management and Smartmatic; Avante International Inc.; Syrex Corp. and Scantron; DVS Philippines and Samsung; Indra Sistemas SA; Universal Storefront Services Co. and Sequoia; All Data Hub International Inc.; Gilat Satellite Networks Ltd.; AMA Group Holdings Corp. and ES&S International; and Mega Data Corp.

Mega Data Corp. and AMA Group Holding Corp. were among the local companies that have joined the bid.

The bid documents were made available from March 18 to 25.

Deadline for the submission of queries is on April 17, 10 days before the deadline for the submission of bids. The Comelec expects to award the contract before May 21.

The bid documents detail the requirement and technical specifications of the automated election system for the 2010 elections, which has three components: precinct counting optical scan system, election management system and overall project management.
