Comelec to accredit Pacquiao party—exec

MANILA, Philippines – The political party of boxing legend Manny Pacquiao will “likely be accredited,” an official of the Commission on Elections said Wednesday.

Comelec Commissioner and Second Division head Nicodemo Ferrer told reporters that he, as ponente, was currently drafting the resolution for the accreditation of People’s Champ Party (PCM).

“I am currently writing the resolution for the accreditation [of PCM] and once I finish this tonight, it will be routed for signature of Second Division members and once the signatures are complete, it will be promulgated tomorrow [Friday],” said Ferrer.

The poll official said that second division members Armando Tagle and Elias Yusoph would “likely sign the resolution” since there were no oppositions or motions for reconsideration regarding the accreditation of PCM.

In its petition before the Comelec, PCM stated that it was a “local political party for General Santos City and the Saranggani Province formed on Sept. 4, 2008.”

PCM has complied with all the legal documents and requirements for accreditation and has submitted to the Comelec Second Division its constitutional bylaws, list of officers, and program of government, said Ferrer.

“They have prepared well in filing their petition for accreditation and they are only a local political party so it is easy to check if they have presence in the seven towns of Saranggani and in General Santos City and they do [have presence],” said Ferrer.

Quoting PCM’s petition, Ferrer said the elected set of officials included:
Emmanuel “Manny” Pacquiao as president
Reynaldo Constantino Jr. as executive vice president
Raul Martinez as secretary general
Rogelio Pacquiao as treasurer
Victor James Yap as auditor
Lawyer Minveles Beloncio-Gulle as legal counsel
Alexander Bryan Reganit as District 1 chairperson
Erwin Asgapo as District 2 chairperson
Dominador Lagare III as District 3 chairperson

The petition for PCM’s accreditation was filed by the party’s counsel, Minveles Beloncio-Gulle, last December and heard by the Comelec last week, said Ferrer.

Asked why it was only heard last week, Ferrer said the division he heads was just following the en banc schedule of activities.

Ferrer noted that while Pacquiao was the president of PCM, “the petition does not state if he will be the standard bearer or run for public office in the 2010 elections.”

“If they get accredited, they can decide on who they want to run for the 2010 elections, but at Comelec we do not know who they are we just accredit them,” said Ferrer.
