2 bidders qualify for poll automation project

MANILA, Philippines—(UPDATE) Two bidders qualified for the P11.2-billion automation project of the Commission on Elections, the Special Bids and Award Committee announced on Friday.

The two bidders are the group of Smartmatic International and Total Information Management Corp. and the consortium of Indra Sistemas, Hart Intercivic and Strategic Allicance Holdings.

Meanwhile, the consortium of AMA Holdings and Election Systems and Software International was disqualified due to the group’s failure to comply with bid requirements, SBAC said.

The consortium said it would appeal the decision.

SBAC chairman Ferdinand Rafanan said they would only issue one resolution for all motions for reconsideration to prevent “piecemeal resolutions” and allow the committee to finalize its decision on the qualified bidders.

As of this posting, the committee was evaluating the eligibility of the Gilat consortium, composed of FF Cruz and Filipinas Systems.

Rafanan said by Saturday afternoon SBAC would be able to declare the bidders with the lowest calculated bid. The committee would then evaluate their technical and financial proposals, he said.

A bidder needs to pass the 26 criteria set by SBAC for the firm to qualify, he said.

The criteria include the capability of the poll machine to operate for 12 hours on battery or without electricity, he said. If the bidder fails, the next group with the lowest calculated bid would be up for evaluation.

“I foresee a nationwide full automated election in 2010. I don’t want to think or speculate that the automation will be delayed. Those planning for a ‘no election’ will not be elected by the people,” he said.

“We will go with full automation, not simultaneous preparation for manual automated poll as speculated by some camps,” Rafanan said.

Awarding of contract was expected by end of May, he said.
