Comelec denies another bidder’s appeal

MANILA, Philippines – (UPDATE) The Commission on Elections has denied the appeal of the AMA Group Holdings-Elections Systems & Software International consortium to bid again for the P11.2-billion automation project, an election official overseeing the bids said.

In a resolution issued on Tuesday, Special Bids and Awards Committee (SBAC) Chairman Ferdinand Rafanan upheld the disqualification of the AMA consortium for failure to submit required documents.

The consortium failed to submit contracts of ongoing and completed government and private projects in the last three years, including those in Minnesota and Michigan states, Rafanan said.

The SBAC is hearing the appeals of two other disqualified bidders, the Sequoia Voting Systems-Universal Storefront Services consortium and the Gilat Sattelite Networks-FF Cruz & Co.-Filipinas Systems consortium.

The SBAC is currently studying the bid of only one consortium, Smartmatic, but the company still has to hurdle the technical demonstration and post-qualification stages of the bidding before it can bag the contract, Rafanan said.

Rafanan said the SBAC would decide on the appeals of the two consortiums by Wednesday or Thursday.
