Comelec sets deadline for precinct transfers

MANILA, Philippines – Voters have until November 30 to request for transfer of polling precincts in next year’s elections, according to the Commission on Elections (Comelec).

Comelec spokesman James Jimenez said under en banc Resolution 8676, voters can request on or before the said date to change the location of their polling places in 2010 for reasons such as trouble in accessing the polling station or destruction of the building.

Jimenez said the deadline harmonizes the preparations for the 2010 automated elections with Section 153 of the Omnibus Election Code, which states that no location of polling places will be changed within 45 days before a regular election and 30 days before a special election.

“There is a need to fix the deadline to give the Election and Barangay Affairs Department enough period to assess, evaluate and make recommendations to the en banc and the latter ample time to approve or disapprove such requests,” said Jimenez, quoting the resolution.

All election officers are mandated to conduct ocular inspection of existing polling places and centers to determine their availability, accessibility and suitability for next year’s elections, according to Jimenez.

No request or petition for transfer of polling place shall be entertained after the deadline except in case the existing polling place is destroyed or it cannot be used, he added.
