Comelec: Lapid win in Pampanga gubernatorial race ‘baseless’

MANILA, Philippines – In what could be another baffling development, the Commission on Elections (Comelec) on Friday contradicted a report that Mark Lapid won in the 2007 gubernatorial contest in Pampanga over rivals Ed Panlilio and Lilia Pineda.

Comelec Commissioner Nicodemo Ferrer said reports showing Lapid topped the race with 210,875 votes were “unverifiable and baseless.”

He said the votes cast for Lapid were not included in the recount and revision conducted by the poll body following the electoral protest of Pineda against incumbent Governor Panlilio.

“Whoever came up with the figures as to how many votes Lapid obtained must have used the first grade arithmetic wherein you add the votes for Panlilio and Pineda and subtract that from the total number of votes cast. We don’t function that way,” said Ferrer.

Ferrer explained that Lapid did not file a petition for the recount and revision of his votes, thus, during the revision of votes for Pampanga governor done last year, only votes for Pineda and Panlilio were reviewed for spurious marks or misappreciation of candidates’ nicknames.

In the recount of 4,683 ballot boxes made between August 12 and September 16 last year, Pineda got 190,729 votes while Panlilio only had 188,718, the Comelec said.

“Lapid, not being a protestant of the case, was not included in the recount and revision so we don’t now how they arrived at those figures. Siguro nagpapatawa sila (Perhaps they are trying to be funny),” said Ferrer.

Meanwhile, the poll official said that the second division would decide next week if the appeals on the Pineda-Panlilio case would be granted, junked at the division level or elevated to the Comelec en banc.
