Proclaim winners first before manual audit–Comelec

MANILA, Philippines–The Commission on Elections (Comelec) Wednesday maintained that the random manual audit of results in the May automated polls would be done only after the proclamation of winners.

Comelec Chairman Jose Melo said the random manual audit is provided under Republic Act 9369 or the poll automation law. But he said it should be done only after the proclamation of winners.

Kontra Daya, a coalition of groups such as AES Watch and Concerned Citizens’ Movement, has been urging the poll body to proclaim the winners only after the random manual audit has been done.

But Melo said the Comelec could not afford to delay the proclamation of winners.

The official added that faulty ballots, or those that the poll machines would not be able to read, could pose a problem in the accuracy of the results.

“If a vote is counted in manual audit but was disregarded by the machine, which is calibrated to read at least 50 percent of the shaded ovals, what then? There would be variation and debates which could delay the proclamation,” said Melo.
