Understanding the poll automation plan

MANILA, Philippines—With less than a year before the May 10, 2010 elections, the Commission on Elections is working on a tight schedule to procure the technology to automate the 2010 polls, as it comes to the final leg of the bidding process for the P11.2 billion automation project.

As of this writing, lone qualifying bidder, which is a consortium of Smartmatic and Total Information Management (TIM), is conducting a demonstration of its machines and the different components needed to run an automated election as part of a technical evaluation required by the poll body. Comelec denies another bidder’s appeal

MANILA, Philippines – (UPDATE) The Commission on Elections has denied the appeal of the AMA Group Holdings-Elections Systems & Software International consortium to bid again for the P11.2-billion automation project, an election official overseeing the bids said.

In a resolution issued on Tuesday, Special Bids and Awards Committee (SBAC) Chairman Ferdinand Rafanan upheld the disqualification of the AMA consortium for failure to submit required documents. Read the rest of this entry »

Two bidders vie for P11-B automation contract

Comelec group defers ruling on lowest bid

MANILA, Philippines–Two bidders are now racing to bag the P11.2 billion automation project of the Commission on Elections (Comelec), as a bid committee opened their financial proposals.

On Saturday night, the Special Bids and Awards Committee, chaired by Comelec legal department director Ferdinand Rafanan, opened the financial bids of the consortium of Smartmatic and Total Information Management (TIM) and the consortium of Indra Sistemas, Hart Intercivic and Strategic Alliance Holdings Inc. (SAHI).
