MANILA, Philippines—The Commission on Elections (Comelec) Special Bids and Awards Committee (SBAC) will finish the bidding for the poll body’s P11.2 billion automation contract no later than Wednesday, an official said.

SBAC chairman Ferdinand Rafanan said his committee would finish evaluating the pre-qualification requirements of the remaining five bidders for the contract “hopefully until midnight of Tuesday.”

No automated cheating, Comelec assures solons

MANILA, Philippines – The Commission on Elections (Comelec) has assured lawmakers that the automation of the 2010 elections would not pave the way for cheating, a Comelec official said Tuesday.

The chairman of the Comelec’s Special Bids and Awards Committee (SBAC), Ferdinand Rafanan, said he told members of the joint congressional oversight committee on suffrage during a meeting on Monday that only firms with “greater track record” in automated elections would be allowed to supply equipment for the 2010 vote.

Comelec to tap DOST on poll machine testing

MANILA, Philippines—The Commission on Elections (Comelec) will tap additional IT experts from the Department of Science and Technology (DOST) during the testing of the poll machines to be used in the 2010 elections, an official said.

Special Bids and Awards Committee (SBAC) chairman Ferdinand Rafanan said the Comelec en banc approved his committee’s recommendation to get two additional representatives who will sit as members of the technical working group (TWG).

MANILA, Philippines—The Commission on Elections (Comelec) Special Bids and Awards Committee (SBAC) cautioned bidders from appearing on TV programs or making statements on media while the bidding process is ongoing, an official said.

“The SBAC cautions all prospective bidders or their representatives from making any statements to the media or making announcements to the radio or appearances in any TV program pertaining to their intended proposals for the project,” SBAC chairman Ferdinand Rafanan said:

MANILA, Philippines—The Commission on Elections (Comelec) Special Bids and Awards Committee (SBAC) has answered in a bid bulletin queries on the bid documents for the automation project, an official said.

SBAC chairman Ferdinand Rafanan said the committee deliberated on the queries posed by prospective bidders on the terms of reference and request for proposal (TOR/RFP) for 2010 poll automation project and issued answers in a bid bulletin, which becomes part of the bid documents.

MANILA, Philippines—The Commission on Elections (Comelec) Special Bids and Awards Committee (SBAC) is preparing for the technical evaluation of vendor poll machines on April 27, an official said.

SBAC chairman Ferdinand Rafanan said the poll committee is studying and reviewing the terms of reference/request for proposal (TOR/RFP) thoroughly to prepare for the upcoming technical evaluation, where bidders would demonstrate the end-to-end capability of their poll automation system.
